Google play 商店的家庭组究竟怎么才能建好？一直提示失败！

我和家人都有谷歌账号，想建个家庭组共享购买过的 APP.

google pay 的资料都是美国，而且已绑定美区 paypal.

现在家庭组已经建好，但是在 Google play 商店注册的时候，一直显示无法建立。

究竟是什么原因？怎样才能注册成功？
